    2026 Election Ballot

    In accordance with the By-Laws of the Florida Council on Aging, the official ballot for the 2026 election is being conducted by electronic ballot and sent to paid members at least forty-five (45) days in advance of the Annual Business Meeting.

    All votes remain ANONYMOUS. To cast your vote, please complete the following online ballot.  Ballots must be submitted by Tuesday, June 30, 2026. Online voting will be closed at 5:00 P.M. (Eastern Daylight Time) on that date. DO NOT VOTE MORE THAN ONCE.

    If you wish to Write-In a candidate, please fax (850-222-2575) or mail a signed statement confirming that the write-in candidate has given permission to be named. Write-In candidates will not be accepted electronically  (1018 Thomasville Rd Ste 110, Tallahassee, FL 32303).

    Officers

    The following are the single slate nominees for FCOA Officer positions. Please  read the nominee's biographical sketch, then vote "YES" or "NO" as to whether or not you accept this nominee for the position stated.

    Erin McLeod is President & CEO of Senior Friendship Centers, Inc. (SFC), a regional nonprofit in SW Florida with a $20 million annual budget that has served seniors, families, and caregivers since 1973. She joined the organization in 2004 as Director of Communications, was Chief Operating Officer from 2006-2012, became Senior VP in 2012, and appointed President & CEO in January 2016. McLeod earned her degree in public relations from the University of Florida, and has completed certificate work in nonprofit management, fundraising, strategic planning, and board governance. Her career experience includes consulting, healthcare, hospitality, and nonprofit, for the last 20 years focused solely on all things aging. She is an active community member and currently serves as a Trustee and President-elect for the Florida Council on Aging, Board Chair for HCA Doctor’s Hospital of Sarasota, a board member of the Greater Sarasota Chamber of Commerce, and a member and past president of the Central West Coast Chapter of the Florida Public Relations Association. She is an active member of the Aging Society of America, the National Council on Aging, and the National Association of Nutrition and Aging Services Programs, Meals on Wheels Florida, Meals on Wheels of America, and long-time parishioner and volunteer at Church of the Redeemer. McLeod grew up in central Florida and has lived in Sarasota since 1983. She is a passionate advocate for older adults to end ageism and optimizing our communities for all ages.

    Josefina Carbonell is the Chief Advocacy Officer for Independent Living Systems (ILS) and a seasoned healthcare professional with experience at the local, state, and national levels. She has been an instrumental voice for the nation’s aging population and has worked to develop programs aimed at serving our nation’s seniors. In her current role, Carbonell works closely with the Board of Directors and Chairman of the Board in crafting and implementing the company’s advocacy agenda, including taking legislative and regulatory action on major state and federal public policy initiatives. Carbonell also leads the partnership and collaboration efforts with key community based HCBS/LTSS stakeholders and Providers in order to drive quality service improvements and better integration efforts in the care and delivery of LTSS services to members. In 2001, she was appointed by President George W. Bush as the Assistant Secretary for Aging at the U.S. Department of Health and Human Services (HHS), where she directed all operations of $4.1 billion in Federal grant programs to support community-based long-term care services for the U.S. elderly. She also co-led the implementation of the Medicare Modernization Act, SNP’s and Part D Benefits, as well as served as a principal advocate in the U.S. for independent living for the elderly. Carbonell established, modernized, and guided numerous programs, campaigns, and networks in HHS until she joined the ILS management team in January 2009.  Previously, Carbonell also served as the chief executive of Little Havana Activities and Nutrition Centers of Dade County, Inc., the nation’s largest aging, health and nutrition services program in Florida geared towards the geriatric Hispanic community. Carbonell also serves as a board member for several organizations on aging, including the National Council on Aging, Easter Seals, Partners at Home LLC, Florida Council on Aging, Florida Atlantic University’s Board of Advisors for the Academy on Aging, and Independent Living Community Services, Inc. Carbonell received her Bachelor of Arts degree from Florida International University in Public Administration and External Studies. She continued her education at Harvard University and received a Certificate Degree Program for State and Local Senior Executives from the JFK School of Government.

    Kevin Kenney currently serves as the Senior Vice President of Growth and Client Success for CareBridge.  He has spent over 30 years in healthcare with a focus on developing and implementing products and services that enable vulnerable populations to better manage their health, maintain their independence, and more easily navigate the health care system.   He lives in Jacksonville with his wife, Heather, and two sons, Alec and Andrew. Kenney holds a Bachelor of Science degree and a Master of Business Administration from the University of Florida.  He also serves on the Board of Trustees for Aging True and the Board of Advisors for the University of Florida’s Center for Supply Chain Management.

    Janice Ancrum is the President & CEO of the Nassau County Council on Aging, Inc.(NCCOA), a position she has held for 13 years. She is responsible for providing an array of services and programs to seniors in Nassau County such as home health, home delivered and congregate meals, adult day healthcare, senior center activities, and educational programs. Ancrum has 42 years of combined Government and Non-profit experience, and has held leadership positions for 39 years. A graduate the University of Florida, Ancrum brings a wealth of skills in grants management, program compliance and collaborations with various community partners and agencies to promote the upward mobility and well-being of others. Over the years, she has had hundreds of hours of leadership and management training. Most recently, she was selected as one of the "40 over 40" leaders in Nassau County.  Some of her past and present community involvement include;  The Baptist Foundation Social Responsibility Committee, Nassau County Essential Housing Advisory Committee, United Way, Girl Scouts of America, YMCA and Barnabas Board of Directors. She currently serves on the Board of Directors for Baptist-Nassau Hospital and Florida Council of Aging. Janice is the former Associate Director of Community Connections of Jacksonville, FL, where she led many initiatives to provide programs and support for homeless families in Duval County for 15 years. In 2021, the NCCOA Board of Directors renamed the Nassau County Council on Aging Senior Life Center the "Janice Ancrum Senior Life Center." She is a native of Fernandina Beach, and is married to Herbert Mitchell.

    District Representatives

    Josh Newby serves as the President/CEO for the Council on Aging of West Florida. He received a Bachelor's Degree in Public Relations and a Master's Degree in Strategic Communication from the University of West Florida (UWF). In addition to administrating and supervising the staff and funded programs, he speaks and advocates on statewide issues that affect the elderly and agencies that serve senior citizens. Newby is a graduate of the Pensacola Chamber Foundation's Leadership Pensacola program and serves on the board of Five Flags Rotary, Florida Public Relations Association. Newby was also named a 2019 Rising Star from INWeekly and to the 2023 and 2024 Power List.

    Lisa Bretz, MSW is the Executive Director of Advantage Aging Solutions which serves as the Area Agency on Aging for North Florida and Aging and Disability Resource Center. She is responsible for oversight of the coordination of home and community-based programs and services in a fourteen-county area. She has been working in the non-profit sector for over thirty years, having started her career in the field of aging as a case manager with Elder Care Services in Tallahassee, Florida. In addition to her role as Executive Director, Bretz serves on several boards including the Florida Association of Area Agencies on Aging, Immediate Past President, the Southeastern Association of Area Agencies on Aging, Secretary, and Florida Council on Aging as a Trustee At-Large. She is a proud alumnus of Florida State University’s College of Social Work.

    Andrew Molosky is the President and Chief Executive Officer of Chapters Health System, one of the nation’s premier community-based care delivery systems. Chapters Health has redefined its position as the nation’s largest not-for-profit, end-of-life care organization into that of the leading community-based population health organization under Andrew’s strategic direction. As a routinely engaged consultant, speaker and mentor, Molosky is modeling and leading innovation across several industries concurrently. He has served in executive leadership for over 20 years spanning an array of geographies and organizations including publicly traded, privately held, and not-for-profit. Molosky completed his undergraduate the University of Toledo and his Master of Business Administration from the Ken Blanchard College of Business at Grand Canyon University additionally holding his Fellowship from the American College of Healthcare Executives.

    Trustee At-Large

    Michele Cavallo serves as Principal Regional Customer Experience Lead for Duke Energy Florida, bringing 35 years of expertise from a career that began in 1989 at Florida Power Corporation in Customer Service. Her journey spans leadership roles in Public Affairs, Economic Development, Large Account Management, and as Small and Medium Business Solutions Director, where she shaped strategies to enhance service for over 80,000 SMB customers. Now leading Florida’s customer experience, Cavallo drives cross-functional Customer Impact and Action Team meetings, oversees customer communications, and supports state leadership on key initiatives. Her extensive customer-focused experience uniquely equips her to steer critical company strategies. Deeply engaged in her community, Cavallo serves on the Advisory Council of Step Up for Students, the Emergency Preparedness Board of the Florida Healthcare Association, and as President of Business and Professional Women/Florida. A second-generation Floridian from Clearwater, she holds a Bachelor of Science in Management from Florida State University and a Master of Business from the University of South Florida. She and her husband, Paul, share a love for travel and music, often blending the two, and enjoy life with their lively boxer, Remi.

    In his role as Vice President, Advocacy and Growth for Jukebox Health, Conroy has responsibility for overseeing Long Term Services & Support (LTSS) waiver benefit programs, working with state governments and MLTSS plans to develop value based, clinically focused interventions improving HCBS beneficiary independence and safety at home.  He partners with executive management teams at state government, managed care and local Area Agencies on Aging (AAAs) and Community Based Organizations (CBO) organizations to ensure continuation of partnerships to support member services.  Before joining Jukebox, Conroy was recently National VP of Government Programs with Moms Meals and has over 20 years of healthcare executive experience leading organizations in acute and post-acute care delivery, in healthcare sales and operations overseeing national field sales teams supporting Medicare and Medicaid, in clinical operations and program development.  He earned his PhD in Health Services from Walden University, MBA in Health Services Management from the University of Tennessee, Knoxville, his MS from East Tennessee State University, and his BS from the University of Kentucky – both in Health Sciences. 

    Patty Husted joined VITAS in 1989 as a hospice nurse in a Florida inpatient unit. Since then she has served in more than a dozen leadership roles throughout the company’s expansion into 12 additional states and the District of Columbia. The VITAS Footprint captures greater than 70% of the population in Florida with patients in 15 of the 27 districts and 40 of the 67 counties. In her current role as Executive Vice President of Operations, Husted is responsible for overseeing the Florida and Georgia Programs where she oversees more than 6,700 employees. She held the leadership role in 5 successful Florida CON applications (AHCA service areas 1, 3E, 4A, 6B, 9B), as well as the acquisition and integration of the Citrus and Nature Coast programs into the VITAS Portfolio.  Throughout her career, Husted has been a leader in creating company policies and procedures that improves patient care, and performing companywide quality assurance and regulatory compliance. She has been recognized on both a local and national levels including the President’s Award for Excellence in Management.

    At-Large Executive Committee

     

    The following are the single slate nominees for FCOA At-Large Executive Committee positions. Please read the nominee's biographical sketch, then vote "YES" or "NO" as to whether or not you accept this nominee for the position stated.

    Miles Taylor, Professor and Director of the Pepper Institute on Aging and Public Policy, Areas of Interest: Aging, Family, Health.  Taylor is a sociologist, gerontologist, and demographer specializing in the areas of physical and mental health, life course disadvantage, population aging, and family dynamics. A secondary area of expertise surrounds applying and teaching longitudinal quantitative methodologies with relevance to life course questions. Her research primarily examines processes of advantage and disadvantage across the life course and their implications for health in older adulthood. Her research has been published in the Journals of Gerontology: Social Sciences, the Gerontologist, Journal of Aging and Health, and Social Science and Medicine and has received funding from the National Institute on Aging, Fulbright, the Social Sciences and Humanities Research Council of Canada (SSHRC), and the Claude Pepper Foundation. She is a fellow of the Gerontological Society of America (GSA), and recently served as Chair of the Section on Aging and the Life Course for the American Sociological Association (ASA). She has also been honored with numerous mid-career research, teaching, and mentoring awards from FSU and professional organizations in her field.

    Donna Melogy has dedicated her professional career to programs that serve older adults and individuals with disabilities, bringing more than 30 years of experience in long-term care and home and community-based service programs. Most recently, she spent twelve years in various leadership roles within the Long-Term Care (LTC) program at Sunshine Health, a Florida Medicaid health plan and wholly owned subsidiary of Centene Corporation. In her final role as Vice President of Case Management, Melogy led the LTC case management and utilization management teams, overseeing a comprehensive care management program that served nearly 35,000 members with over 700 team members. Prior to her time at Sunshine Health, Melogy spent more than 20 years with Aging True, a nonprofit organization in Jacksonville, Florida, focused on supporting home-based independence for seniors across Northeast Florida. During her tenure, she held various leadership roles in finance and operations, culminating in her role as Chief Operations Officer.  She now provides consulting services in the HCBS and Long-Term Services and Supports (LTSS) space, helping organizations achieve high-quality outcomes, meet regulatory and compliance requirements, and strengthen strategic operations. She holds a Master of Business Administration (MBA) from Jacksonville University.

    Nominating Committee

    Teresa Barton is CEO of Aging True Community Senior Services, the Community Care for the Elderly (CCE) lead agency in Duval County and Clay County.  Aging True also provides additional programs and services designed specifically to address the health, nutritional, financial, housing, and social well-being of seniors and adults with disabilities.   In partnership with Community Hospice & Palliative Care, Aging True operates a PACE program for Northeast Florida, PACE Place. Barton is also a Board member for Penney Farms Retirement Community.   She is a member and Past-President of the CCE Coalition of Florida. She served as a Board member and President of the Florida Association of Aging Services Providers (FASP) and is a member of Florida Council on Aging (FCOA). Barton holds a Master’s Degree of Business Administration from Jacksonville University.

    Darrell Drummond is President/CEO of the Council on Aging of St. Lucie, Inc., a non-profit lead agency founded in 1973.  Drummond is a graduate of the University of Florida with a Bachelor of Science Degree in Business Administration.  Drummond has worked more than thirty years for Council on Aging of St. Lucie.  He is currently the President of the Florida Association of Aging Services Providers. He is a past President of the Community Care for the Elderly Coalition of Florida and St. Lucie County Chamber of Commerce.   Drummond served for ten years on the Fort Pierce Utilities Authority Board.  He served eight years as a City Commissioner for Fort Pierce, Florida. Drummond was appointed by Governor Jeb Bush to serve on the Committee for a Sustainable Treasure Coast representing seniors and transportation.  He served four times as Chairman of the St. Lucie County Transportation Planning Organization, having served continuously for 37 years.  Recently, Drummond served as the Co-Chairman of the City of Fort Pierce Charter Review Commission.

    Mary Jo McKay has a MBA from the University of Phoenix and a BS in Management from the University of Florida. McKay currently oversees Hillsborough County Aging Services’ 7 senior centers, 22 dining center sites, home delivered meals program, and volunteer management team. She has worked in the field of aging for 25 years. She is a conference organizer and speaker. McKay is a board member of the Florida Association of Senior Centers and board member as well as co-founder of the Disciples of Christ Christian Fellowship Church in Gibsonton, FL. McKay was instrumental in building four new senior centers in Hillsborough County and most recently she and her husband co-led the construction of their new church in Riverview, FL.
